Licensing

Licensing & Registration Procedure:

1. Capture the Engine number and Chassis (VIN) numbers on your bike.
2. Call Licensing Department at the Civic Centre on 021 400-4900, open Monday to Friday from 7am – 9pm, Saturdays 8am – 2pm and Sundays 9am – 1pm. (or relevant regional licensing department) to ascertain status of Bike by quoting these numbers – these are the following options:
a) Stolen vehicle:
If stolen, don’t bother, or don’t buy the bike – it will be impounded, and crushed.
b) Registered but outstanding fines payable:
If registered you can avoid the Vehicle Clearance Department (i.e. the Police) and can do the paperwork @ the Civic Centre, BUT provided that the papers haven’t been outstanding for too long. You’ll need the following:
i) Affidavit /letter from previous owner confirming that he/she has sold the bike to you (listing your contact details & ID), sold on which date, for R?
ii) Copy of your as well as previous owner’s ID.
c) Deregistered by default – Obtain information from licensing department as there are a few different possibilities//ramifications.
d) No record – i.e. not registered (Licence bike as a build up).
i) Obtain RPI  form from Licensing Department (Civic Centre, Pinelands etc.) to physically (i.e. with the bike) take out to the Vehicle Clearance Department for the South African Police Service (SAPS)  to complete in Stickland, Brackenfell – 021 945-3875 (or in Bellville).
ii) Weight Certificate – completed from any SABS approved Weigh Bridge, e.g. some Roadworthy Test Centres and Scrap Yards.
iii) Build up Affidavit obtained from License Department to be signed by Commissioner of Oaths at Police Station.
iv) Return to the Licensing Department to submit all three documents above (RPI, Weight Test & Affidavit). The RPI is in turn sent to the Department of Transport in Pretoria. They will contact you when ready to collect completed RPC form from Pretoria.
v) Post obtaining the RPC form and that your bike has been put on the system, you will have 5 working days to complete a roadworthy, e.g. from Gallows Hill or a Roadworthy Test Centre.
vi) You’ll need a temporary license (valid for 3 days available from License Department) – you’ll need mirrors, tires to have tread etc.
3. Return to the Civic Centre with completed roadworthy to complete Licensing Documentation.
4. Purchase license disc display … insert license … and you’re legal!
